# Which sectors of public procurement have the least competition?

Software, and it repeats across countries. In Portugal, CPV division 48, software package and information systems, draws a single bid in 37.5% of open procedures against 2.9% for division 77; in France, CPV division 48 sits at 64.9% against 12.1% for division 71, architectural, construction, engineering and inspection services. Two independent national registers, same method, same top of the table. A supplier of software to the public sector is competing against far fewer people than the word procurement implies.
