A case file, in TRINTA, is what a tender becomes once its procedure documents have been fetched and read: the real deadline, the value, the award criteria weights and the disqualifying traps, gathered on one page. It exists because the decisive facts are in the annexes rather than in the notice, and reading annexes by hand is what teams skip.
