# Restricted procedure

A restricted procedure is a two-stage public tender: suppliers first request to participate and are assessed against selection criteria, then only those shortlisted are invited to bid. It is used where the buyer expects a large field or a technically demanding contract, and it rewards suppliers who track notices early enough to catch the first stage.
