# Selection criteria

Selection criteria are the minimum requirements a supplier must meet to be eligible at all: turnover, insurance levels, relevant references, certifications, and the absence of exclusion grounds. They are pass or fail and are assessed before quality scoring. Most disqualifications happen here, on evidence a supplier could have prepared in advance.
