# Tender documents

Tender documents are the full pack a buyer publishes alongside a contract notice: the specification, the terms of reference, the draft contract, the response templates and the annexes. The notice states that a tender exists; the documents state what would actually have to be delivered, and they routinely contradict the summary in the notice.
