**What is health e-procurement?**

Health e-procurement is the electronic purchasing of goods and services by hospitals, health ministries and medical purchasing agencies: the notice, the specification, the questions, the submission and usually the evaluation, all run through a platform rather than on paper. The word describes the mechanism and not the market, which is why the useful question is never whether a country has e-procurement but which systems its health buyers actually publish on.

**Where do hospitals publish their tenders?**

On the national procurement platform, and very often somewhere else as well. TRINTA's registry counts 137 dedicated health sources across 65 countries, hospital groups, health ministries and central medical purchasing agencies that publish on their own channels beside the national portal. Healthcare is the sector where this happens most, which is why a supplier watching only the national portal sees a real but partial share of what its buyers put out.

**Is medical procurement competitive?**

It depends on the country, and both figures are counted rather than estimated. In Portugal, CPV division 33, medical equipment and pharmaceuticals, is the busiest division in the whole register and one of the least concentrated: 5.6% of its 1,955 open procedures received a single bid, against a national average of 13.9%, with a mean of 9.9 bids. In France, the same division shows 19.6% single-offer over 2,359 competed marchés, with a median of 5. The two are not added together and not averaged: Portugal counts open procedures whose bidder list was reported, France counts competed marchés that declared their offer count, and the universes are different by construction.

**Who are the biggest health buyers in Portugal?**

Hospital groups, and they dominate the whole table rather than just the health part of it. 8 of the 10 largest Portuguese public buyers by contracted value in janeiro a julho de 2026 are health entities, led by Unidade Local de Saúde de Santa Maria, EPE at 482 M€. For a supplier this is the practical argument for watching hospital buyers by name and not only by sector: the money is concentrated in a small number of institutions that publish continuously.
