Access to public procurement is relative to where a company is established, and the company in view here is one established in the EU. Of the 124 countries whose procurement sources this site maps, 50 are reached by a named instrument and 74 are not. Public procurement sits outside the WTO's general obligations: the Agreement on Government Procurement is separate and opt-in, and each party opens only the buyers, sectors and thresholds its own annexes list. Nothing here is legal advice, and the tender documents of a particular procedure can require local registration, an agent or local content that no agreement overrides.
