## A trade agreement with the EU

Partly, and the agreement says how far. EU and Albania Stabilisation and Association Agreement, public procurement article gives EU suppliers access to the procurement it lists. As with the WTO agreement, the operative part is the annexes: which buyers, which sectors, which thresholds. It is narrower than the single market, and reading it before quoting is the difference between a bid and a wasted week.
