## A trade agreement with the EU

Partly, and the agreement says how far. EU and Andean Community trade agreement, joined by Ecuador in 2017, government procurement title gives EU suppliers access to the procurement it lists. As with the WTO agreement, the operative part is the annexes: which buyers, which sectors, which thresholds. It is narrower than the single market, and reading it before quoting is the difference between a bid and a wasted week.
