A contractor watching only division 45 misses the design, engineering and materials procedures that precede and accompany the works themselves.

**Why are construction tenders so hard to monitor?**

Because the buyers are local by nature. National portals carry the large procedures, but the regional, state and municipal buyers who commission most public works publish on their own platforms, in their own language, on their own rhythm. That layer is exactly what a national-portal watch misses, and it is where the contestable volume for a mid-sized contractor usually sits.
