Contracts signed and value contracted under each code, counted from Portugal's open register across every procedure type. Each row is the deepest code carrying data, because a whole division is credited with everything beneath it and would take the list.

## What the notices look like

A healthcare tender is rarely one thing: the same buyer publishes disposables, imaging equipment, medical gases and maintenance contracts under different codes and different procedures, and the interesting ones for any given supplier are a thin slice of a heavy daily volume.

## Frequently asked questions

**Which CPV codes cover healthcare tenders?**

Healthcare procurement runs mainly under CPV division 33, medical equipments, pharmaceuticals and personal care products, and division 85, health and social work services. Together they hold hundreds of codes, from surgical instruments to medical gases to hospital management services. Buyers pick the code that fits the object, which is why a code-only watch misses procedures filed one branch away from the one you follow.

**Where do hospitals publish their tenders?**

Hospitals publish in two places at once: the national procurement portal, which carries the formal procedure, and increasingly their own site or their purchasing agency's, which carries it first. Central medical purchasing agencies, the bodies that buy medicines and devices for a whole country, are a third channel again. TRINTA maps those buyers separately per country precisely because the national portal alone under-covers the sector.

Sector buyers mapped outside the national portals: 139.

## How contested it is, measured in Portugal

- 6.3% of open procedures drew a single bid
- 9.7 bids on average
- 2,118 open procedures behind these figures
- CPV 33, Medical equipments, pharmaceuticals and personal care products: 5.6% single bid across 1,955 procedures
- CPV 85, Health and social work services: 15.3% single bid across 163 procedures

Portugal publishes its complete contract register as open data, so competition is counted there rather than estimated. These are Portuguese figures for January to July 2026, covering only open procedures whose bidder list was reported; direct awards are excluded, because there the buyer chooses who bids.
