Contracts signed and value contracted under each code, counted from Portugal's open register across every procedure type. Each row is the deepest code carrying data, because a whole division is credited with everything beneath it and would take the list.

## What the notices look like

A transport notice is either a fleet purchase, a concession or an operating contract, and the third kind runs for years, which makes the award calendar more important than the notice calendar: knowing when a route contract expires is knowing when the opportunity exists.

## Who publishes these tenders

The registry classifies buyers by type (health, state enterprise, regional, defence, donor) and this sector is not one of those types, so no sector-buyer count is published here. Its notices come from the general public buyers of each country; the country pages show where those publish.

## Frequently asked questions

**Which CPV codes cover transport tenders?**

Transport procurement uses CPV division 34, transport equipment and auxiliary products, for vehicles and rolling stock, division 60, transport services, for operating contracts, and division 63, supporting and auxiliary transport services, for terminal, handling and logistics work. Infrastructure for transport, roads, rail beds, terminals, is procured under the construction divisions instead.

**Who buys transport contracts?**

Rarely a ministry. In most countries the buyers are the railway company, the port and airport authorities, the roads agency and the municipal transit operators, each a separate entity with its own procurement channel. TRINTA maps those operators per country as their own sources, which is the only way their notices arrive at the same speed as the national portal's.

## How contested it is, measured in Portugal

- 13.6% of open procedures drew a single bid
- 4.4 bids on average
- 816 open procedures behind these figures
- CPV 34, Transport equipment and auxiliary products to transportation: 13.4% single bid across 612 procedures
- CPV 60, Transport services (excl. Waste transport): 14.2% single bid across 204 procedures

Portugal publishes its complete contract register as open data, so competition is counted there rather than estimated. These are Portuguese figures for January to July 2026, covering only open procedures whose bidder list was reported; direct awards are excluded, because there the buyer chooses who bids.
