## How to register with SEC

SEC, whose supplier pages name it Saudi Energy, registers contractors, suppliers and manufacturers from inside and outside Saudi Arabia for the services, materials, equipment and spare parts it needs. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)

Where registration starts: [Contractors and Suppliers Registration Portal](https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)

1. Fill in SEC's supplier self-registration request form, completing every required field and meeting the conditions set out in its introduction. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)
2. Attach documents that are valid, stamped and certified by the relevant authorities. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)
3. Once the request is approved, SEC emails a username and password for its system. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)

## What you need

- A Saudi contractor: the Commercial Registration certified by the Chamber of Commerce; the Social Insurance, Zakat and Tax, VAT, Chamber of Commerce and Saudization certificates; the authorized signatories and ownership forms, certified by the Chamber; the industrial licence for manufacturers; and a Local Content Certificate, which is optional. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)
- A contractor from another GCC state: the Commercial Registration, certified by the Chamber of Commerce in its own country; the signatories and ownership forms, certified in its own country; the VAT certificate; and the industrial licence for manufacturers. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)
- A contractor from outside the GCC: the Commercial Registration and the signatories and ownership forms, each certified by the Saudi Embassy or by apostille or authentication, and the industrial licence for manufacturers. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)

## Pre-qualification and categories

- A contractor registered with SEC can then apply for qualification in a field. Qualification has three parts: commercial (the government commercial requirements), financial and technical. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)
- Suppliers of distribution materials and of power generation materials, and manufacturers of transmission network equipment, each have their own core requirements and prequalification. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Join-Us/)

## Local content

How local content counts in an SEC tender evaluation: not published on the SEC pages we read; confirm with SEC.

## Where SEC publishes its tenders

- SEC's suppliers see and take part in tenders through its electronic tender system on the Partners Portal, where SEC sends them invitations. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Our-Suppliers/)
- A supplier must price or decline every invitation it receives; leaving one unanswered lowers its score in SEC's supplier evaluation. (https://www.se.com.sa/en/Ourpartners/ColumnA/Our-Supply-Chains/Our-Suppliers/)
- Who sees them: By invitation, to registered suppliers.

## Not published

- A public list of open SEC tenders: not published on the SEC pages we read; confirm with SEC.
