The United Arab Emirates is one of the most attractive public procurement markets in the Middle East. High spending, relatively transparent processes, and genuine appetite for international suppliers make the UAE accessible.

How UAE procurement is structured

UAE procurement operates at the emirate level. Abu Dhabi and Dubai each have their own systems.

Abu Dhabi: The Abu Dhabi Government Procurement Authority oversees procurement. Major buyers include ADNOC, Mubadala, and various government entities.

Dubai: Procurement is managed through multiple channels. The Tejari platform was historically central, though many entities publish independently.

Sectors with highest UAE tender volumes

Construction and infrastructure, IT and digital transformation, healthcare, hospitality and tourism, and clean energy transition.

Requirements for suppliers

Commercial license in the UAE, financial capacity demonstration, and technical qualifications. Unlike Saudi Arabia, UAE procurement is largely bilingual — most documents are available in English.
