The procurement platforms where public tenders actually live.
An active bidder does not search for tenders in general; they search for Etimad, for SECOP II, for BASE.gov.pt, for TED, by name. This index has one page per named system: the national e-procurement portals, gazettes and regulators the country pages name, plus the multilateral boards. Each page says what publishes there, what publishes beside it, and how to follow it without opening it every morning. The rest of the registry is counted by category and never listed: the complete source map is what sets the radar apart.
There is no single name for these systems. Of the 250 named channels below, 51 call themselves procurement or e-procurement, 23 a portal, 24 marchés publics, 12 compras or contratación, and only 21 use the word tender. Another 18 are regulators rather than publishers, and 7 are official gazettes that carry notices among everything else a state prints.
So a search for a procurement portal, a central procurement service, a tender board, an e-procurement platform or a public procurement repository is a search for the same kind of thing, and the name depends on which country wrote the software. That is also why watching one of them is never coverage of a market: most countries run several, under different names, and a regulator publishes what a portal does not.
Platforms answer where a procedure runs. The country pages map whole markets, the sector pages slice them by what is bought, and the Portuguese platform pages carry the measured 2026 shares of each licensed platform.
