What publishes here
The procurement supplement to the Official Journal of the European Union: the notices that EU buyers must publish above the EU thresholds, from all 27 member states and the EEA, in every official EU language.
Where it fits
TED does not buy anything itself. It is the EU's official journal of procurement notices, managed by the Publications Office of the European Union, and the notices on it are published by the public buyers themselves: a ministry, a region, a city council or a utility, sending the notice directly or through an eSender such as a national official journal or an e-procurement platform. The contract is signed with that buyer. Above the EU thresholds publication on TED is required; below them it is a choice, so the national channels carry what TED does not. TRINTA reads TED beside the national channels of 170+ countries, so neither layer is missed.

04Does TED carry all EU tenders?
No. TED carries the notices above the EU thresholds, which member states must publish there. Below the thresholds, procedures run on national portals, regional platforms and buyers' own channels, and that sub-threshold layer is most of the count in most countries. A supplier watching only TED sees the largest contracts and misses the volume.
