Its calls for tenders are procedures that the EU institutions, bodies and agencies use to procure goods, services and works, and each ends in a public contract with the institution that ran it. That is not the member states' market, though the two meet on TED: the portal lists the institutions' calls published there, and the contract notice links to the documents, usually on the portal. Calls below the EU thresholds might not be advertised on TED and are then not on the portal either; they are on each institution's own tender pages.
