Bahraini and international suppliers alike: the Tender Board's FAQ says the registration number is a mandatory field, and that international suppliers enter their company registration number and attach a valid certificate proving they are registered in their country. 1. Go to the Tender Board's eTendering portal and click Supplier Registration. 2. Fill in the basic information and submit the request. 3. Receive the email from the eTendering system with your credentials, and log in with them. 4. Complete the registration form, upload the commercial registration and submit the request for the Tender Board's approval. 5. Receive the Tender Board's approval by email. Government tenders are governed by Decree-Law No. (36) of 2002 and its implementing regulation, Decree No. (37) of 2002; Law No. (30) of 2026 amended the decree-law. Law No. (30) of 2026, published in the Official Gazette on 18 June 2026 and in force from the day after, leaves tenders worth up to fifty thousand dinars to the purchasing entity itself, and up to one hundred thousand dinars for companies wholly owned by the state (article 11 bis). The same law lets the purchasing entity, with the Board's approval, negotiate with a sole bidder, with the best bidder when its price exceeds the estimated cost, or with the top-scoring bidder and every bidder within five per cent of its score (article 34 bis).

A local tender is limited to companies registered in Bahrain; an international tender is open to local and international companies, registered or not, an unregistered international company registering under Bahrain's rules within thirty days of the award. GCC companies are treated as national companies (article 19).

International tenders are announced in Bahrain and abroad in Arabic and English, and the announcement states the amount of the initial guarantee; tenders above BHD 1,000,000 are announced in the Official Gazette too (article 23).

Where bids come in two envelopes, technical and financial, the initial guarantee goes in the technical envelope (article 24).

A supplier may ask the purchasing authority or the Board to reconsider a procedure or decision within 10 days of becoming aware of it, for local tenders (articles 56 and 57).
