Suppliers, contractors and consultancy offices licensed in Oman: the registration regulation applies to them, and not to foreign companies and offices competing in international tenders under the Tender Law. 1. Prepare what the request needs: the grade sought, a commercial registration valid for at least 60 days, an Oman Chamber of Commerce and Industry membership certificate, a valid municipal licence, the tax certificate, any licences from the competent authorities, and the application fee. 2. Submit the classification and registration request, with all the documents and data, on the e-tendering system's website. 3. The registration department decides within 15 working days of a complete request; a refusal must be reasoned, and no decision within that period counts as a refusal. Tenders are governed by the Tender Law issued by Royal Decree No. 36/2008, which the e-tendering portal publishes with its executive regulation.

A public tender is local or international: an international tender is open to international companies and institutions not registered in Oman, a local tender only to those in the commercial register or a professional register the Tender Board decides (article 16).

Every bid carries a provisional guarantee of no less than 1% of its total value, forfeited if the bidder withdraws before the bid's validity ends (article 43). The winner provides a performance guarantee of 5% of the awarded value within ten working days of being told of the award, or twenty for contracts with a contractor abroad (article 44).

National products of small and medium industries that meet the conditions and specifications get a price preference of up to 10% (article 36).

Tenders are announced in a widely read daily newspaper in Arabic and English, and may also be published electronically; tenders worth more than half a million Omani rials are announced in the Official Gazette too (article 18).
