Abnormally low tender

An abnormally low tender is a bid priced so far below the others, or below the buyer's estimate, that the buyer must ask the bidder to explain it before accepting. If the explanation does not hold, the bid must be rejected. The mechanism protects both the buyer and honest bidders, and it is a recognised ground for challenging an award to an implausible price.
