Limited bidding
Limited bidding is any procurement where only suppliers the buyer invites may submit an offer, as against open tendering where anyone qualified may. The name changes by system: Limited Tender Enquiry in India, restricted procedure in the European Union, consulta prévia in Portugal, selección abreviada in Colombia. What they share is that the competition is real but the field is closed, which is why single-bid rates measured across a whole register mean little unless the limited procedures are separated out, and why TRINTA's barometers count them apart.
