Specification
A specification is the technical description of what a buyer requires, and it is where a tender is won or made unwinnable. Specifications may be functional, describing an outcome, or prescriptive, describing a product. A prescriptive specification that matches one manufacturer's datasheet is a recognised ground for challenge in most systems.
