Threshold

A threshold is the contract value above which EU-wide advertising becomes compulsory. Below it, a buyer publishes only under national rules, often on a domestic portal alone. Thresholds are revised every two years and differ by contract type and buyer. For a smaller supplier the below-threshold band is usually where the winnable work sits, because the field is thinner.
