Yes. EU buyers are only obliged to publish above-threshold contracts to TED, which means a large share of real opportunity never reaches it. TRINTA reads the national and regional portals of the member states alongside TED, so below-threshold contracts published only on a domestic system still surface. For smaller suppliers this is usually where the winnable work is, because the field is thinner than on TED.
