How do I find public tenders in Portugal?

To find public tenders for your company in Portugal, read the Diário da República every day, where open tenders are announced; open each procedure on the e-procurement platform the notice names, where the documents are and the bid is submitted; use the Portal BASE to see what was already contracted and by whom; and above the EU thresholds, check TED as well. First, the gazette: an open tender (concurso público) is announced in the Diário da República (Public Contracts Code, art. 130(1)), in Part L of the 2nd series, and the notice links to the procedure documents. Second, the platform: each procedure runs on one of the four platforms licensed by IMPIC (acinGov, anoGov, ComprasPT and Vortal), chosen by the buyer, and registering and the base services, from downloading the documents to submitting the bid, are free by law (Law 96/2015, art. 23(2)). Third, BASE: it records the contracts, who bought what from whom and at what price, but direct awards and consultas prévias have no notice and only appear there after the contract is signed. Fourth, TED: from EUR 140,000 for goods and services bought by the State, EUR 216,000 for other buyers and EUR 5,404,000 for works (Delegated Regulation (EU) 2025/2152), the tender is also advertised EU-wide; below that, where most procedures are by number, it is only in the national sources.
