Public tenders in Portugal give suppliers a median of 14 days to bid, measured by TRINTA between publication and the closing of bids on 21,378 procedure notices on Portal BASE, the national register, from January to August 2026. 36.1% give ten days or fewer, 30.6% give 11 to 20, 25.4% give 21 to 30 and only 7.8% give more than 30. A supplier who finds a median notice a week after it opens has spent half the window. These are the windows buyers set, not the legal minimums.
