In the Portuguese notices measured for January to July 2026, the median window between publication and the closing of bids is 14 days, counted on 19,164 notices. 36.0% give ten days or fewer, 30.9% give 11 to 20, 25.4% give 21 to 30 and only 7.7% give more than 30. The practical consequence is the case for daily monitoring: a supplier who finds a median notice a week after it opens has spent half the window, and in the third that give ten days or fewer has three days or less left. Legal minimums are a different question and vary by procedure and country; this is what buyers actually set.
