What share of Portuguese public tenders are decided on price alone?

70.6% of Portugal's public tenders (concursos públicos) were decided on price alone from January to August 2026, with a single award criterion, in TRINTA's count of the open procedures on Portal BASE, the national contract register. In those, technical quality earns no points, so the effort spent explaining a solution has nowhere to be scored. The award criterion is printed in the procedure documents, which makes it the first thing to read when deciding how much to invest in a bid.
