The method, in the open
Fit and mandatory requirements carry 40 of the 100 points because they are the two reasons bids die: a stretched catalogue loses on the technical score, and a missing attestation loses before scoring begins. Time is next, because a serious offer has a minimum construction cost. The verdict bands are deliberate: 75 and up is a bid, 50 to 74 is a bid only if the weak answers can change this week, below 50 is a no with the reason written down.
