These are the values that decide whether a public contract falls under the full EU directives and must be advertised on TED, applicable from 1 January 2026 under Commission Delegated Regulations 2025/2150, 2025/2151 and 2025/2152. Most values moved down from the previous biennium.

What are the EU procurement thresholds for 2026?
From 1 January 2026 the EU thresholds are EUR 140,000 for central government supplies and services, EUR 216,000 for sub-central authorities, EUR 5,404,000 for works and for concessions, and EUR 432,000 for utilities supplies and services, set by Commission Delegated Regulations 2025/2150, 2025/2151 and 2025/2152. Most values moved down from the 2024-2025 biennium to track currency movements under the WTO Government Procurement Agreement.
What changes when a contract crosses an EU threshold?
Above the threshold, the full EU procurement directives apply: the notice must be published on TED for the whole single market, minimum time limits and remedies apply, and the procedure follows the directive's rules. Below it, national rules govern, publication often stays on national or regional portals only, and that below-threshold layer is where a large share of real contract volume lives, which is why watching TED alone under-covers every EU market.
How often do the EU thresholds change?
Every two years. The European Commission revises the thresholds by delegated regulation for each biennium to keep them aligned with the WTO Government Procurement Agreement's special-drawing-rights values; the 2026-2027 values entered into force on 1 January 2026, and the next revision is due for 2028-2029. A threshold table that does not state its biennium is a table to distrust.
