Exclusion grounds

Exclusion grounds are the circumstances that bar a supplier from a public contract regardless of the merits of its bid, such as unpaid taxes or social contributions, insolvency, certain convictions, or serious professional misconduct. They are checked with official certificates, and an expired tax clearance certificate disqualifies a bid as surely as a missing price.
