ESPD

The ESPD, or European Single Procurement Document, is a standard self-declaration in which a supplier confirms it meets the selection criteria and faces no exclusion grounds, without attaching every certificate up front.

Only the likely winner is asked for the underlying evidence. In Portugal the same instrument is the DEUCP: in procedures advertised in the EU Official Journal it took the place of the Anexo I declaration, which no longer exists in procedures started after 30 September 2026.
