The ESPD, or European Single Procurement Document, is a standard self-declaration in which a supplier confirms it meets the selection criteria and faces no exclusion grounds, without attaching every certificate up front. Only the likely winner is asked for the underlying evidence. In Portugal the same instrument is the DEUCP, and it has replaced the old Anexo I declaration.
