Źródłem jest TED, Dziennik Urzędowy Unii Europejskiej, a polem BT-759 z eForms, czyli liczba otrzymanych ofert, którą musi zawierać każde ogłoszenie o udzieleniu zamówienia. BT-760 mówi, co liczy każda z wartości: czytana jest wyłącznie suma całkowita, nigdy podzbiory ofert elektronicznych, ofert MŚP czy ofert spoza EOG, ponieważ te się nakładają. 164 798 z 215 323 europejskich ogłoszeń o udzieleniu zamówienia z tego okresu zawiera sumę całkowitą. Jednostką jest część zamówienia, a nie ogłoszenie: jedno ogłoszenie może obejmować wiele części, a o każdą ubiega się osobno.
