Utility procurement mixes commodity supply with heavy engineering: fuel and electricity purchase on one side, transformers, grid works, generation equipment and long maintenance contracts on the other, often under utilities rules with their own higher thresholds.

Energy procurement runs under CPV division 09, petroleum products, fuel, electricity and other sources of energy, with division 31 for electrical machinery and equipment, 65 for public utilities and 76 for services related to the oil and gas industry. Grid and plant construction also appears under the construction divisions, which is why energy suppliers usually watch both slices.
Do state energy companies publish on the national portal?
Often only partially. Across the countries TRINTA maps, state-owned enterprises are the single largest category of buyer publishing on their own sites rather than through the central channel, and utilities are the heart of that category. In several markets the national electricity, water or fuel company is the most regular publisher in the country and never appears in a portal-only watch.
