What the notices look like

Construction notices carry the heaviest documents in procurement: bills of quantities, technical specifications, site-visit dates that are often mandatory. Deciding early matters more here than anywhere, because a serious offer takes weeks to build and the mandatory site visit passes long before the deadline.

Why are construction tenders so hard to monitor?

Because the buyers are local by nature. National portals carry the large procedures, but the regional, state and municipal buyers who commission most public works publish on their own platforms, in their own language, on their own rhythm. That layer is exactly what a national-portal watch misses, and it is where the contestable volume for a mid-sized contractor usually sits.
