Direct answers · How competitive public tenders actually are
What share of French public contracts receive a single offer?
In France, 18.7% of public contracts awarded after competition received a single offer from January to July 2026, counted by TRINTA on 81,783 contracts in the DECP, the essential procurement data the French state consolidates, field offresRecues. On open calls for tenders (appels d'offres ouverts) alone the share is 17.5% of 30,376. Contracts awarded without publicity or prior competition are excluded, because one offer is their design. 84.6% of contracts declare the count; the rest state "not communicated".
