France publishes its essential procurement data, the DECP, with the number of offers received on every marché, a field its own schema makes mandatory. The EU Official Journal carries the same measurement for every member state: eForms requires the count of submissions received on every contract award notice. 25.0% of the 36 lots awarded under this code across the Union drew a single bid, and the median lot drew 3.5. Above the EU thresholds only, and the lot is the unit because one notice can award many. Where EU tenders draw a single bid.
