Direct answers · How competitive public tenders actually are
What percentage of Portuguese public contracts receive a single bid?
In Portugal, 13.5% of public tenders drew a single bid from January to August 2026, counted by TRINTA on the 15,567 open procedures (concursos públicos) that reported their bidder list to Portal BASE, the national contract register. The median tender drew 4 bids and the mean 6.3. Direct awards are left out, because there the buyer chooses who is invited and one offer is the design, not a finding. Sector moves the figure most: CPV division 48, software package and information systems, reaches 38.9%.
