Can you trust a published single-bid rate?
Only if it names two things: the procedure it counts and how much of it is disclosed. A rate over all awards folds in direct awards, which are single-bid by design, and inflates for a reason unrelated to competition. And bidder counts are not always published: Portugal reports a bidder list on 58.2% of open procedures, France fills its mandatory offresRecues field on 84.6% of marchés and the rest declare "not disclosed".
