Which countries publish enough data to measure tender competition?
Few, and that is the constraint on any such comparison. Measuring competition needs the number of bidders per procedure, not just the award. Portugal publishes it in the Portal BASE contract register, Colombia in SECOP II process data, and France in the DECP field offresRecues, which its own schema makes mandatory. Most national portals publish the notice and the winner and stop there, which is why a global competition league table does not exist and why TRINTA publishes three countries rather than claiming more.
