The unit is the lot rather than the notice, because a notice can award twenty lots and each is a separate contract bid for on its own. Two limits travel with the number: the Official Journal carries procurement above the EU thresholds, so this is the large end of every national market and not the whole of it, and only the total is counted, never the electronic, SME or non-EEA subsets, which overlap with each other.
