Finland concentrates its notices on Hilma, the national channel, while the tendering itself runs on platforms such as Tarjouspalvelu and through Hansel, the central purchasing body, with regional purchasing companies buying for the wellbeing counties. How to find and bid for public tenders in Finland, step by step
From the Procurement Act on finlex.fi and the pages of Hilma (hankintailmoitukset.fi) and hankinnat.fi, read on 12 October 2026. Each step names what it rests on.
- Search Hilma. Hilma is the official notice channel for public procurement, maintained by Valtiokonttori (the State Treasury) and free for buyers, tenderers and anyone interested. - Check the value against the thresholds. Above the EU thresholds the buyer must publish a contract notice in Hilma, which forwards it to TED (Procurement Act sections 58 and 60). - Get the documents. Some competitions announced in Hilma run in other tendering systems, where the procurement documents are; those services usually need a separate registration.Source: hankintailmoitukset.fi, read 12 October 2026
- Meet the deadline. In an open procedure the tender period is at least 35 days from the day the notice was sent for publication, five days shorter if electronic tenders are accepted (section 56). The act sets no minimum time limits for national procurements; the buyer sets them. - Submit electronically, with the ESPD. Tenders and other exchanges are electronic (section 62), and ordinary email is not acceptable as the inbox for tenders. From January to September 2026, TED published 4,324 contract award notices from Finnish buyers. Of the 3,671 that name a winner, 6.6% name at least one winner from another country, most often Sweden (67), Germany (33), Denmark (26), the United Kingdom (23), the United States (21). 16.6% of 5,089 lots with a readable bid count drew a single bid, and the median lot drew 4. Hilma's read API needs a registered key and limits commercial use in its terms, so the count here is TED's, above the EU thresholds only.
