The Netherlands runs the most centralised publication system on this index: Dutch law requires every public procurement notice to be published on TenderNed, so one address carries the whole market. The tendering itself runs on platform software beneath that layer, but the notices converge. TRINTA maps 2 Dutch sources because two is the complete map. Above the EU thresholds, Dutch notices also appear on TED, the Tenders Electronic Daily, which TRINTA reads every day.

The Dutch market, measured: January to September 2026
TenderNed, where Dutch law requires every public notice to be published (Aanbestedingswet 2012, article 1.18), carried 21,172 publications from January to September 2026, 6,218 of them contract notices. 539 of those (8.6%) were national procedures below the EU thresholds, a layer of the market the EU figures do not hold: 334 works, 177 services, 28 supplies.
Above the thresholds, Dutch contracting authorities published 6,713 award notices on TED in the same months. 26.3% of the 6,125 lots with a readable count drew a single tender, and the median lot drew 3. 4.1% of the 6,117 notices naming a winner named one from another country; the winner countries named most: Germany 66, Belgium 61, United Kingdom 30.
Counted on TenderNed's own dataset (edition of 5 October 2026, CC0) and on TED award notices fetched 8 September 2026 and 12 October 2026, each figure by two independent routes. A winner counts as foreign when its country as the notice states it is not the buyer's, so a Dutch subsidiary of a foreign group counts as Dutch.
