How to find and bid for public tenders in Sweden, step by step

- There is no national portal. Sweden has no national advertising database: procurements are advertised in private advertising databases registered with Konkurrensverket, the competition authority, which keeps the register. LOU requires notices to be published in a database registered under the Act (2019:668) on procurement statistics, above the thresholds (chapter 10, section 5 a) and below them (chapter 19, section 8). - Register in one or more databases. To download procurement documents and submit tenders a supplier registers and gets login details in one or more electronic databases, which Upphandlingsmyndigheten says costs nothing. - The documents are free. When it advertises, the buyer must give free, direct, full and cost-free electronic access to the procurement documents from the day the notice is published (LOU chapter 10, section 7).Source: riksdagen.se, read 12 October 2026
- Check the value against the thresholds. Above the EU thresholds the directives' rules apply and the notice is also on TED; below them chapter 19 of LOU applies. - Meet the deadline. In an open procedure above the thresholds the time limit for tenders is at least 35 days from the day the notice was sent for publication, or at least 30 days if the buyer accepts electronic tenders (LOU chapter 11, sections 2 and 6). - Submit electronically, with the ESPD. Of the 5,994 that name a winner, 8.5% name at least one winner from another country, most often Denmark (159), Norway (79), Finland (76), the United Kingdom (49), the Netherlands (49). 24.1% of 10,072 lots with a readable bid count drew a single bid, and the median lot drew 3. The country of a winner is the one the notice states, so a Swedish subsidiary of a foreign group counts as Swedish; the optional code for bids from other EEA countries is carried on 2.0% of Swedish lots, too few for a share. TED carries procurement above the EU thresholds only.
